Evacuation of Tokyo from Fukushima Radiation?

This Al Jazeera report says that radiation levels in some parts of Tokyo exceed the radiation levels in the Chernobyl exclusion zone. This is very worrisome, especially since the Japanese government has consistently underplayed the seriousness of the problem.
