The point that Black makes about the partisan divide shows that the Republicans are all corrupt and incompetent. They only care about winning power. They have no interest in governing for the benefit of the people.

The following gives you some idea of the state of the Republican party:

The simple fact is that the current Republican party has been co-opted by fanatics. The US has lurched to the right over the last 30 years. Who benefits from this? The Rich! They get big tax cuts by giving a few scraps from the table to social conservatives (the fundamentalist Christians). This will blow up one day. People will wake up an realize that wealth has increased around them, but the bottom 99% have seen negligible increase in their income or wealth over the last 30 years.
